PROBLEM TO BE SOLVED: To provide a composite substrate capable of efficiently dissipating heat on a substrate in an electronic machine, excellent in effects of inhibiting noise and shielding electromagnetic waves, and hard to cause delamination of graphite even if the substrate is deflectively deformed. SOLUTION: The composite substrate consists of a substrate body, an insulation film covering the surface of the substrate body, and a wiring pattern formed on the insulation film, wherein the substrate body is made of an expanded graphite sheet or a graphite composite sheet including the expanded graphite sheet and a different material laminated.
