PROBLEM TO BE SOLVED: To provide an earthquake isolating device which suppresses the increase of a production cost, and has vibration damping characteristics equivalent to or higher than that of a conventional earthquake isolating device without giving a load to the environment. SOLUTION: A laminated body 16 is formed by alternately arranging a plurality of elastic circular rubber plates 18, and a plurality of circular metallic plates 20 for keeping the stiffness. Ring springs 22 are arranged in the spaces provided in the circular rubber plates 18. Fixing pins 22A are arranged on the front side of the ring springs 22, and fixing pins 22B are arranged on the reverse side of the ring springs 22 at the opposite positions by 180°, viewed from the fixing pins 22A arranged on the front surface. Hole portions 20A are provided at the positions of the circular metallic plates 20 corresponding to the positions of the fixing pins 22A, 22B respectively. The fixing pins 22A arranged on the front side of the ring springs 22 are fitted in the hole portions 20A of the circular metallic plate 20 arranged just above the ring springs 22. The fixing pins 22B arranged on the reverse side of the ring springs 22 are fitted in the hole portions 20A of the circular metallic plate 20 arranged just below the ring springs 22.
