PROBLEM TO BE SOLVED: To provide a muddy water modifier capable of efficiently solidifying (or semisolidifying or volume reducing) muddy water (e.g., sludge) using a water soluble polymer originating from a plant. SOLUTION: The muddy water modifier is constituted of carboxyalkyl celluloses (carboxymethyl cellulose or its alkali metal salt) with a degree of (average substitution of 0.82 or more in a carboxymethyl group) and a hydraulic substance (hydraulic cement) or the like and the ratio of the carboxyalkyl celluloses is set to 4.5 pts.wt. or below with respect to 100 pts.wt. of the hydraulic substance. This muddy water modifier is used for efficiently modifying or solidifying muddy water with a high water-containing ratio (e.g., a water-containing ratio of 70 wt.% or above) or organic matter.
