PROBLEM TO BE SOLVED: To improve the visibility of patterns by cleaning the outer peripheral faces of reels. SOLUTION: A cleaning device 31 for cleaning the surface (hereinafter referred to as a peripheral face) of a reel tape 34 wound around the frame 33 of a first reel 16 with a sponge 44 impregnated with a detergent and a sweeping device 32 for sweeping the peripheral face cleaned by the cleaning device 31 by a dry sponge 49 are arranged around the first reel 16. The sponges 44 and 49 move to contact positions where the peripheral face and the sponges 44 and 49 get into contact at the time when the first reel 16 starts rotating. The time when the sponges 44 and 49 are in the contact positions is measured by a timer. When the time measured by the timer reaches 5 seconds, the cleaning device 31 moves the sponges 44 to the evacuation position where the sponge 44 separates from the peripheral face.
