<P>PROBLEM TO BE SOLVED: To provide a motion vector detection device which achieves motion vector detection with a few retrieval frequency and with good accuracy. <P>SOLUTION: From a motion vector detected for a plurality of blocks (contexts) in the vicinity of a present processing object block, a motion vector detecting initial vector for the present processing object block is predicted.
