<P>PROBLEM TO BE SOLVED: To prevent a fuel cell coolant from freezing while highly maintaining system efficiency. <P>SOLUTION: In a fuel cell electric power generating system 10, a first valve 46 is closed, a second valve 47 is opened, and a cooling water pump 43 and a hot water reserving pump 45 are driven, when it is feared that cooling water inside a cooling water circulating path 48 freezes while a fuel cell 40 is not operated. Then, the cooling water circulates through the cooling water circulating path 48, and water reserved in a hot water reserving tank 44 circulates through a second path 52 from an upper part of the hot water reserving tank 44, and returns to the upper part of the hot water reserving tank 44. At this time, because the water reserved in the hot water reserving tank 44 has collected heat of the cooling water of the fuel cell 40 to be hot water while the fuel cell 40 is operated, the cooling water is warmed in a heat exchanger 42 by the water having circulated from the hot water reserving tank 44.
