<p><P>PROBLEM TO BE SOLVED: To provide a worker allocating means/method for improving working efficiency. <P>SOLUTION: A CPU 11 of this work step managing device 100 executes a work allocation and reception program 141, receives work schedules of persons in charge of work and inputs of work steps and stores them in a person in charge schedule DB 131 and a work step DB 132, respectively. When persons in charge of work are allocated to work steps, an overlapped allocation check program 142 is executed to judge overlapping between the work steps and the persons in charge of work.
