PROBLEM TO BE SOLVED: To provide a hydrogen generating system increasing production of hydrogen per unit time in hydrogen fermentation of an organic material by using a hydrogen producing bacterium.

SOLUTION: The invention relates to the hydrogen generating system comprises: a hydrogen fermentation chamber 21 into which unfermented liquid containing organic material is supplied and hydrogen producing bacterium is stored inside, to carry out hydrogen fermentation of the unfermented liquid by the hydrogen producing bacterium; a discharging means 130 for continuously discharging unfermented liquid or discharging liquid after hydrogen fermentation in the hydrogen fermentation chamber 21; a decrease suppressing means 80 for suppressing decrease of the hydrogen producing bacterium in discharging the liquid in the hydrogen fermentation chamber 21 to out side by the discharging means 130; and a pipeline 100-108 for connecting the hydrogen fermentation chamber 21, the discharging means 130 and the reduction suppressing means 80.
