PROBLEM TO BE SOLVED: To provide an encoder, a decoder, an encoding method and a decoding method of video data which can restore the data when an error occurs during encoding or decoding.

SOLUTION: The video data encoder has a means for encoding pictures into data groups. This encoder has a means for inserting a message (SEI-CRC-CABAC-MES) provided with parameters (CodlRange, CodlLow) into the encoded data groups, the parameters originating from encoding of the groups. The video data encoder can restore the data when an error occurs during encoding or decoding in the course of the subsequent decoding.
