PROBLEM TO BE SOLVED: To provide a heat exchanger which can inexpensively be manufactured and has high performance. SOLUTION: A housing 360 has an entrance nozzle 351A and an exit nozzle 352A, and circulation space 310 is formed inside. The housing 360 is provided with a top plate 320 and a bottom plate 330 disposed in face to face with each other across circulation space 310. The top plate 320 has a plurality of fins 321 projecting to circulation space 310 with tips brought close to the bottom plate 330. A soft member 370 which deforms in accordance with shapes of the fins 321 when the tips of the fins 321 are abutted is disposed between the tips of the fins 321 in the top plate 320 and the bottom plate 330.
