A method of manufacturing a vehicle panel and a vehicle panel manufactured by the same are provided to shield noise by performing a coating without a processing of a primer. A method of manufacturing a vehicle panel includes the steps of coating an inner surface of a vehicle panel with a reinforcement resin complex including a glass power 10 to 400 weight parts and a glass bead 10 to 800 weight parts for a cold-setting organic liquid resin 100 weight parts, combining a coating layer with a reinforcement fabric cloth or non-woven fabric mat and a surface of the reinforcement fabric cloth or non-woven fabric mat with the reinforcement resin complex. The cold-setting organic liquid resin is one selected from the group consisting of epoxy system, acryloyl system, urethane system, polyester system, or polyvinyl choloride system.
