PROBLEM TO BE SOLVED: To provide a packet transfer device (L2SW) capable of limiting the number of assignment IP addresses for each user and the number of PPPoE sessions, by reducing the load on an ISP management server. SOLUTION: The packet transfer device for connecting a plurality of user terminals to the management server of ISP corresponds to the MAC address of the user terminal, and has a management table for indicating the relation between a connection port identifier and specific header information to be applied to a user packet. During the execution of prescribed communication protocol procedures that each user terminal executes to the management server prior to communication with a wide-area network, assignment credibility of the specified header information to the user terminal is determined, based on the management table, and the transmission and reception packet of the user terminal is abolished for the user terminal, to which it is determined that no specified header information can be assigned.
