PROBLEM TO BE SOLVED: To eliminate a large number of conventional longitudinal grooves wherein water, ice or a smudge gathers so as to obstruct correct returning of a wiper lip especially in winter. SOLUTION: A tilt web 14 follows a back strip 12, spring rails 36 and 38 are inserted into an intermediate chamber between the back strip 12 and a wedge shoulder 20 from a side part of the tilt web 14, seal lips 24 and 26 are provided in an extended part of a flank 22 of the wedge shoulder 20, and a length of the seal lips is set so that the seal lips are always brought into contact with the spring rails 36 and 38 during wiping in the state wherein the wiper rubber 10 is incorporated.
