PROBLEM TO BE SOLVED: To provide a seat back for a vehicle capable of preventing unpleasant shakes and vibration from being transmitted to occupants and simplifying an inner structure of the seat back. SOLUTION: A damping controller 13 is set so as to be in coincident with left-right resonance frequencies of an active headrest 12, and provided between a seat back frame 11 and a pressure receiving member 12B for supporting the headrest 12A. The damping controller 13 includes: a support axis 130 arranged on the seat back frame 11 in a vertical direction; a pipe axis 131 rotatably supported to the support axis 130 continuous to the pressure receiving member 12B; a viscous fluid for exerting an orifice effect and generating a damping force in flowing a space formed by a protrusion portion of the support axis 130 and the pipe axis 131and a space formed by the support axis 130 and the protrusion portion of the pipe axis 131; and a cylinder bush for returning the active headrest to an original position by a restoration force in being twisted when the load is not loaded to the seat back 10.
