PROBLEM TO BE SOLVED: To provide an organic luminous EL element which has a high luminous efficiency and a high luminance, and excels in its durability, and to provide a method of manufacturing the same. SOLUTION: In an organic EL element including at least a layer of an organic EL compound between a pair of electrodes, the organic luminous EL element comprises a phosphoric luminous macromolecular compound, and includes an organic EL compound layer (A) having impurity content not larger than 1.0 wt.%. Also, in the manufacturing method of an organic EL element including at least a layer of an organic EL compound between a pair of electrodes, the manufacturing method of the organic luminous EL element satisfies a relation (1) of I×T<10,000 (luxes seconds) generated when I represents the illuminance of a light comprising wavelength components shorter than 500 nm and T represents a time of exposing the phosphoric luminous macromolecular compound to the light (1), and includes a process (2) for manufacturing the organic EL compound layer (A) comprising the phosphoric luminous macromolecular compound under the atmosphere having an oxygen concentration not larger than 0.1 wt.% and having a dew point lower than -40°C.
