A charging system and method of a telephone communication network are provided to allow any one to make a call by using a public phone when there is no money or mobile phone for making a call. A subscriber information storage unit(16) stores information on multiple fixed line subscribers. A charging processor(18) processes charging of the multiple fixed line subscribers. An MSC(Mobile Switching Center)(14) is connected with the subscriber information storage unit and the charging processor and provides a switching function between the multiple fixed line subscribers and a mobile communication network(20). When a particular fixed line subscriber performs call communication with a particular other party by using a particular phone number and a password corresponding to the particular phone number, a telephone charge corresponding to the call communication of the particular fixed line subscriber is imposed to the subscriber corresponding to the particular phone number.
