PROBLEM TO BE SOLVED: To provide a method which prevents hexavalent chromium from being eluted to the outside in a method of improving soil. SOLUTION: Modified cement milk formed by treating of cement milk by a reducing agent is mixed with soil in the presence of a granular core material, and the resulting soil is suitable for an elution test of the hexavalent chromium after seven days as a material age in a method of treating the soil.
