PROBLEM TO BE SOLVED: To improve accuracy of abnormality determination, and to improve estimation accuracy about a portion where abnormality is caused, in a PON system. SOLUTION: In a threshold deciding unit 908 of a station side device 9 into which PON topology information (such as distance of an optical transmission path and information of steps of an optical coupler) is input, a threshold of the number of errors to be generated per a unit time about each home side device is made to be determined as what is added a value of the distance of the optical transmission path multiplied by a factor or a value of the steps of an optical coupler multiplied by a factor with a predetermined value. About the optical coupler, a threshold is also to be determined from summation of the threshold of all of the whole home side device under its command multiplied by a factor. A determining unit 909 is designed to acquire the number of errors to be generated per the unit time in the home side device or the optical coupler after receiving an error detection signal of an error detecting unit 902, and to determine whether the abnormality is caused or not after comparing this with the threshold.
