PROBLEM TO BE SOLVED: To provide an image forming apparatus with which high durability and high definition image formation is possible by suppressing the residual potential rise in repetitive use of a photoreceptor in order to form the image having the high durability and high definition, and an image forming method. SOLUTION: The image forming apparatus has at least an electrostatic latent image carrier, an electrostatic latent image forming means on the electrostatic latent image carrier, a developing means, a transfer means, a fixing means, and a destaticizing means, in which the destaticizing means irradiates light of shorter wavelength than 500 nm, the electrostatic latent image carrier has a support and a photosensitive layer consisting of at least a charge generating layer and a charge transfer layer on the substrate, has further a protective layer on the photosensitive layer and contains an organic charge generating material in the charge generating layer and the protective layer is a diamond-like carbon and/or amorphous carbon structure containing hydrogen.
