<P>PROBLEM TO BE SOLVED: To provide an image processor that re-encodes image data at a high speed. <P>SOLUTION: The image processor 2 extracts the encoding information of original encoding processing when decoding input code data, estimates the encoding efficiency after image processing based upon contents of the image processing performed for the decoded image data and the extracted encoding information, and uses the estimated encoding efficiency to performs code amount control over image data after the image processing.
