<P>PROBLEM TO BE SOLVED: To provide a non-oriented electrical steel sheet which combines excellent mechanical properties and magnetic properties both required of a rotor of a rapidly rotating motor while suppressing the increase of alloy cost and also to provide its manufacturing method. <P>SOLUTION: The non-oriented electrical steel sheet for a rotor has a composition containing, by mass, ≤0.06% C, ≤3.5% Si, 0.05 to 3.0% Mn, ≤2.5% Al, ≤0.30% P, ≤0.04% S, ≤0.02% N and >0.02% Nb, and comprising Nb, Ti, Zr, V and Al in the ranges satisfying Nb/93+Zr/91+Ti/48+V/51-(C/12+N/14)≤0 and Zr/91+Ti/48+Al/27-N/14>0, and the balance substantially Fe with impurities.
