PROBLEM TO BE SOLVED: To efficiently refer to information by aggregating a very large amount of information generated irregularly and having redundancy and selecting information considered to have higher availability in some gaining and losing relation. SOLUTION: Irregularly generated information and contents are acquired, the information and the contents are stored with an evaluation value as zero in a storing means, a reference request is acquired, information and contents corresponding to the information reference request are acquired from the storing means and provided with the reference request issuing source on the basis of the evaluation value, an evaluation value is determined on the basis of evaluation of the reference request source showing whether the provided information and contents are useful to the reference request issuing source, the evaluation value of the storing means is updated, and when a user input/output means acquires the next reference request, a process after processing for providing information is repeated.
