PROBLEM TO BE SOLVED: To provide a packing system and a packing method which prevent a substrate from being scratched or damaged when the substrate is packed by laminating the substrate and an inserting paper. SOLUTION: The packing system 1 has a laminate 7. Located above the laminate 7 is a substrate transfer device 9 that lays the substrate 3 over the laminate 7, and an inserting paper peeling device 11 that lays the inserting paper 5 on the laminate 7. Next to the laminate 7 is a stack of sheets of the inserting papers 5 to be laid over the laminate 7. To lay the substrate 3 and the inserting paper 5 over the laminate 7, the substrate transfer device 9 and the inserting paper peeling device 11 are alternately moved over the laminate 7. When laying the inserting paper 5, the inserting paper peeling device 11 peels one of the sheets of the inserting paper 5a in the direction opposite to the laminate 7, then moves the inserting paper 5a towards the laminate 7 and lays the inserting paper over the laminate 7.
