<P>PROBLEM TO BE SOLVED: To provide a solid polymer electrolyte membrane capable of suppressing deterioration of the solid polymer electrolyte membrane, and also suppressing increase in material cost and decrease in proton conductivity. <P>SOLUTION: The solid polymer electrolyte membrane 10 has a platinum carrying portion 100 formed by carrying platinum in the vicinity of a fuel electrode side catalyst layer 20a or in the vicinity of an oxidant electrode side catalyst layer 20c.
