PROBLEM TO BE SOLVED: To obtain a communication network selection method in which an operator can select an optimal communication network in accordance with the situation of the communication network changing every moment without being conscious of existence of the communication network, when a predetermined business accompanied by communication is performed in an environment available of a plurality of different communication networks. SOLUTION: Requirements for a communication network utilized are preset as a characteristic parameter condition table for each business, and the newest state of the communication network changing every moment is received and held as a current condition rank table. When a business accompanied by communication is performed, an evaluation value is calculated using a predetermined evaluation function with reference to these characteristic parameter condition table and current condition rank table, and a communication network utilized for the business is selected appropriately from among a plurality of available communication networks in accordance with ranking of these evaluation values.
