PROBLEM TO BE SOLVED: To achieve suitable load distribution in a server which provides services. SOLUTION: Failure information including a server status showing the failure occurrence circumstances of a server 2 corresponding to the server 2 executable of a service provided by this system and a failure level showing the level of failure and information including whether it is a load distribution object is set and registered for every service in a service status management table 15. A service status monitor processing part 11 periodically monitors the status(failure generation circumstances) of each server 2a to 2d, and when the status changes, updates the service status management table 15 based on the content. When receiving a service request transmitted by a client, a server determination processing part 13 determines the server 2 which provides the service from among servers which can provide the requested service according to a server determination rule by referring to the failure information set by the service status management table 15.
