PROBLEM TO BE SOLVED: To provide a coating fluid for forming a hydrophilic film which can easily form a hydrophilic film excellent in water resistance on the surface of a base material composed of a resin or the like, its manufacturing method, a hydrophilic film, and a method of forming a hydrophilic film. SOLUTION: The coating fluid for forming a hydrophilic film comprises a partial hydrolyzate of an alkoxysilane, a partial hydrolyzate of a zirconium alkoxide, and an alcohol and, based on the sum of silicon (Si) in terms of SiO<SB>2</SB>and zirconium (Zr) in terms of ZrO<SB>2</SB>in this coating fluid for forming a hydrophilic film, the weight percentage of the above SiO<SB>2</SB>is 30 to 70 weight%.
