PROBLEM TO BE SOLVED: To provide a carrier for carrying devices larger than a manhole diameter into a tank, and a coating film inspecting apparatus using the carrier, which facilitates inspection and is safe in operation. SOLUTION: The carrier comprises a first guide pipe which can be fitted to a manhole flange part on the top part of the tank, a second guide pipe which is disposed at the lower end of the first guide pipe, where the second guide pipe is mounted to be turned by a second guide pipe turning mechanism disposed in the first guide pipe, and an expandable/contractible guide pipe which expands and contracts in the second guide pipe in its axial direction via an expandable/contractible mechanism provided across the first and second guide pipes through their interior. The second guide pipe rotating mechanism is operated from the outside of the tank to turn the second guide pipe, and the expandable/contractible mechanism is operated from the outside of the tank to enable the turning of the expandable/contractible guide pipe. A cable is put through the first guide pipe, the second guide pipe, and the expandable/contractible guide pipe, and an inspection camera unit is connected to one end of the cable and a TV monitor is connected to the other end of the cable, i.e., the outside of the tank.
