<P>PROBLEM TO BE SOLVED: To provide a windmill assembling apparatus and a windmill assembling method usable even in traffic facility-lacking places and narrow sites, requiring no large-scaled ground leveling and construction of foundation, simplifying assembly and removal, increasing lifting speed, facilitating fine positioning, enabling easy operation, easily diverted to the other sites, and easily applicable to large windmills. <P>SOLUTION: This apparatus comprises posts 1a, 1b disposed on both sides of a windmill tower part 103, traveling girders 8a, 8b fixed to the upper part thereof, and a trolley 6 on which a winch 9 movable on the girders is mounted. The posts have multi-stage hydraulic telescoping portions 2a, 2b. A foundation part is formed integrally with the foundation part of a windmill. The lengths of the traveling girders 8a, 8b are limited on the disc wheel side such that they are not interfered with a disc wheel 101. On the opposite side, the lengths of the traveling girders are sufficient to lower without being interfered with the windmill on which the trolley and the winch are installed with the trolley moved to the opposite side of the disc wheel when the posts are retracted after the assembling operation is completed.
