PROBLEM TO BE SOLVED: To realize high-speed processing by reducing a processing quantity required for color conversion processing while suppressing deterioration in color conversion accuracy. SOLUTION: A block pallet converter 2 converts an image delivered from an input processor 1 into selection information for selecting a pallet color, for each block unit per pallet color pixel information of the number of colors smaller than the number of pixels of the block and per pixel. Then, a first color converter 3 applies color conversion processing to the pallet color information, and a restorer 4 selects a pallet color after color conversion processing in accordance with the selection information to acquire an image after color conversion processing for block unit. Since the color conversion processing is performed for only the pallet color, the processing quantity can be remarkably reduced compared to a case where color conversion processing is performed for all pixels, and high-speed processing can be realized.
