PROBLEM TO BE SOLVED: To suppress sharp variations in the flow rates of cold/hot water in a branch pipe, which are caused by the opening/closing of a flow control valve installed in another branch pipe. SOLUTION: A flow control system has a main piping 12 for circulating cold/hot water delivered from a cold/hot water generator 11; fan coils 10a to 10d connected to the main piping 12 via supply pipes 13a-1 to 13d-1 and return pipes 13a-2 to 13d-2 for leading and returning the cold/hot water from and to the main piping 12 respectively; flow control valves 15a to 15d for controlling the flow rates of the cold/hot water that flow in the return pipes 13a-2 to 13d-2; and bypass piping 18a to 18d, arranged on the return pipes 13a-2 to 13d-2 to bypass-connect the upstream and downstream sides of the flow control valves 15a to 15d.
