PROBLEM TO BE SOLVED: To improve the quality of a communication application without changing a communication device utilizing the communication application in an existing network. SOLUTION: A frame transmission system has a frame transmitting device 102 and a frame receiving device 101. The frame transmitting device 102 comprises a frame processor 22 that determines the kind of communication frame transmitted from a transmission terminal 202, and substitutes the partial data of the communication frame for other data that correspond for each kind and have the same length according to the kind; and an external frame transmitter 21 for transmitting each communication frame to a network 31 by using a method corresponding to respective other substituted data or partial data. The frame receiving device 101 has a frame restoration section 12 for generating the partial data from other data to restore an original communication frame, when the communication frame received from the network is substituted; and a frame transmitter 11 for transmitting the restored frame to a reception terminal 201.
