The random number generator (10) has an oscillator such as ring oscillator to generate a clock signal containing a sequence of clocking pulses at a center frequency. A counter is coupled to the oscillator, a reset circuit and initial value generator. The counter receives clock signal, reset signal and initial value to generate a random number. The random number is dependent on the frequency offset, timing of the transition and the initial value. An independent claim is included for method for generating random number.
