<P>PROBLEM TO BE SOLVED: To perform a fixed delay transmission independ of a delay in a network between a master station and a slave station. <P>SOLUTION: A master station apparatus 100 packets a digital radio signal input from a radio modulation circuit 110, attaches time information showing transfer time and delay information showing time longer than transmission delay time between the master station apparatus 100 and a slave station apparatus 300 and transmits the packet to the slave station apparatus 300, and the slave station apparatus 300 transfers the digital radio signal obtained by converting the received packet to a radio transmission circuit 360 at the time obtained by adding time shown by the delay information to the time shown by the time information.
