<P>PROBLEM TO BE SOLVED: To provide a signal strength measuring instrument and signal strength measuring method capable of obtaining received signal strength with high accuracy. <P>SOLUTION: An RSSI (Received Signal Strength Indicator) addition processing part 12 acquires an RSSI addition value of a designated period having time width of two time slots about a plurality of designated periods with the time width of one time slot shifted at a time. A continuous transmission determination processing part 14 determines either an intermittent transmission mode or a speech transmission mode on the basis of the magnitude of a difference between the maximum value and the minimum value of the RSSI addition value acquired by the RSSI addition processing part 12.
