PROBLEM TO BE SOLVED: To discover unauthorized behavior using a photograph or a copied image, of an early stage, and to notify quickly to the outside. SOLUTION: A three-dimensional collation pattern is prepared, based on the image of the face of the human, viewed from the first direction and an image thereof viewed from the second direction. A maximum height part H1 with the highest position is searched from irregularities information of the three-dimensional collation pattern, and a minimum height part H0 with the lowest position is searched within a prescribed area including the maximum height part H1, irregularities difference h between the maximum height part H1 and the minimum height part H0 is found thereafter, and it is decided that there is unauthorized behavior that uses photographs or copied image, when the irregularities difference h is smaller than the normal threshold hth.
