PROBLEM TO BE SOLVED: To obtain satisfactory electrostatic chargeability to an image carrier by a charging roll and satisfactory cleaning performance of the charging roll by a cleaning member regardless of the materials of the cleaning member. SOLUTION: In a nip section 101, a sponge layer 100B is made to abut on the charging roll 14 in the highest amount of compression of 9.0 to 51.0% with respect to the thickness of the sponge layer 100B. As a result, stable pressing force is provided irrespective of the materials and dimensions of the sponge layer 10B, and the satisfactory chargeability to a photoreceptor drum 12 by the charging roll 14 and the satisfactory cleanability of the charging roll 14 by the cleaning roll 100 are provided thereby.
