PROBLEM TO BE SOLVED: To provide offset printing newsprint paper having high opacity, excellent ink setting properties and printability with slight piling during printing in the newsprint paper having a high waste paper pulp blending ratio, produced with a high-speed paper machine and used for high-speed cold offset rotary printing and to further provide the offset printing newsprint paper suitable for printing with an environmentally friendly type ink (eco-ink). SOLUTION: The offset printing newsprint paper is obtained by forming pigment coating layers on both surfaces of base paper having≥60 mass% waste pulp blending ratio and 5-15 mass% ash content. The pigment coating layers have 0.5-3 g/m<SP>2</SP>total coating weight of both the surfaces converted into the dry solid content and 37-45 g/m<SP>2</SP>metric basis weight (weight per m<SP>2</SP>).
