PROBLEM TO BE SOLVED: To provide an apparatus capable of actualizing high-versatility control from among few training cases. SOLUTION: In this apparatus, a control object is controlled by using the control signal of a controller related to a unit, containing a prediction device which most accurately predicts the prediction state of the control object at the next time among a plurality of units consisting of neural network modules present within the apparatus.
