[MEANS FOR SOLVING PROBLEMS] A file operating device comprises a folder unit operation information storage unit storing a first folder identifier which is the information for identifying a folder containing one or more original files and folder unit operation information including first use limitation information and a use limiting setting section for acquiring one or more set files having second use limitation information on use limitation and information on the body data of the corresponding original file by using the first use limitation information paired with the first folder identifier for the one or more original files in the folder identified by the first folder identifier that the folder unit operation information has. For each folder, all-at-a-time file operation can be performed to secure data secrecy.
