PROBLEM TO BE SOLVED: To prevent a paste from sticking out of an adhesion part of a sheet bundle and a surface by controlling an amount of paste to be applied to a sheet bundle according to the size and material of an adduct put between the sheet bundle and a cover.

SOLUTION: Application of the paste is carried out by longitudinal back and forth motion along an under side surface of a sheet bundle 540 of a pasting unit 580 and when a paste application roller 524 reaches to a radio IC tag additional area equipped to the pasting unit 580, the paste application roller 524 is moved in a direction estranged from an under side surface of the sheet bundle 540. Thereby, an amount of the paste to be applied to the under side surface of the sheet bundle 540 can be reduced.
