PROBLEM TO BE SOLVED: To improve capacity regulating accuracy between cells constituting a battery pack. SOLUTION: In a capacity regulator in which a capacity regulating amount required in each cell is computed based on an open-circuit voltage of each cell, and discharging is performed in each cell based on the computed capacity regulating amount, a discharge amount of each cell is computed at capacity regulation, then the cells are discharged until the computed discharge amount and the computed capacity regulating amount agree with each other.
