PROBLEM TO BE SOLVED: To provide suitable information corresponding to circumstances of a driver when performing information support corresponding to traveling circumstances. SOLUTION: In the traveling circumstances detected by a traveling circumstance detecting means, a hesitated behavior is detected by a hesitation detecting means through traveling operational actions of the driver detected by an operational behavior detecting means when a traveling operation determining means determines a road necessary for a traveling operation, and the suitable information corresponding to circumstances of the driver can be supplied so that a support information supply means supplies support information corresponding to hesitation factors presumed by a hesitation factor presuming means.
