PROBLEM TO BE SOLVED: To provide a vehicle seat reclining device capable of suppressing the increase of the number of items of parts. SOLUTION: The vehicle seat reclining device comprises: projection parts 32d respectively provided on a plurality of poles 32; regulation parts 28d formed at an equal angular interval on an upper plate 26 so as to face the radial outside of the projection parts so as not to engage an internal tooth 27a and an external tooth 32a by abutment of the projection parts; and stopper parts 28b and 28c formed at the interval of the equal angle on the upper plate so as to face the peripheral direction of the projection parts for holding the turning angle of the upper plate to a lower plate at a prescribed angle by abutment to the projection parts.
