PROBLEM TO BE SOLVED: To provide a toilet seat cover which can be easily disposed of while allowing a person relieve him/herself at ease in a sanitary condition and preventing infection or secondary infection of disease from occurring. SOLUTION: The toilet seat cover is provided with an upper surface cover 11 with an opening 110 that is placed on top of a top surface 611 of a toilet seat 61, a ring-shape inner cover 12 connected to the upper surface cover 11 in a way that it is hung from the opening 110, and a string body 13 circumferentially disposed along the inner cover 12. It is desirable that each composing element of the toilet seat cover is formed by paper and/or resin made of a material which blocks an infiltration of infectious sources attached on a toilet bowl to the toilet seat cover and that the paper and the resin is made of a biodegradable material.
