PROBLEM TO BE SOLVED: To make a luminescence brightness to be high while suppressing the amount of a light storing material used. SOLUTION: A thermoplastic transparent urethane material melted by heating is cast into the layer of a particle-like light storing material. The light storing material is mixed with the transparent urethane material, thereby preparing the blending tilting of the light storing material into the transparent urethane material in the directional of the thickness d. Thereby, a light storing main body 2 is provided with a light storing material rich layer 3 blended with a lot of light storing material and a transparent urethane rich layer 4 blended with little of light storing material and a lot of transparent urethane material.
