Disclosed is a device comprising an upper arm (4), one end of which is provided with a means (5) for attaching an upper portion of a closed loop of the elastic element while the other end thereof is mounted so as to pivot about an axis. Said device further comprises two lower arms (6, 7), one end of each of which is fitted with means (8, 9) for attaching a lower portion of the closed loop of the elastic element while the other end thereof is mounted so as to be pivotable about the same axis. The inventive device also comprises means (3) for rotating the upper arm (4) in a given direction and the lower arms (6, 7) in the opposite direction around the axis, from a first charging position into a second position in which the elastic element is mounted.
