A sealing device is provided to remarkably reduce the leakage of a fluid by firmly maintaining the adherence between a base and a polishing layer. A sealing device includes a plurality of sealing fins(34) and a coated layer(33). The plurality of sealing fins is installed in one of a rotation section and a stop section. A gap is formed between the rotation section and the stop section. The coated layer is installed in a base of the rotation section or the stop section. The coated layer faces the sealing fins. The coated layer includes a polished layer and an engaging coated layer. The engaging coated layer has a linear expansion coefficient controlled by a middle value between the expansion coefficient of the base of the stop layer and the expansion coefficient of the polished layer.
