A composition comprising a vitamin B and pyrimidine oxide is provided to prevent hair loss and promote hair growth due to potassium channel opening effect of the active ingredients. The composition for promoting hair growth and preventing hair loss comprises 0.00001-5 wt.% of a water-soluble vitamin selected from the group consisting of vitamin B1(thiamine), vitamin B2(riboflavin), vitamin B6(pyridoxine), vitamin B12(cyanocobalamine), vitamin B9(folic acid) and biotin, and a pyrimidine oxide derivative which has at least one pyrimidine derivative represented by the formula(2) and is in the form of an acid addition salt. In the formula(2), R1 is a group represented by the formula(3) of NR3R4, and R2 is lower alkoxy, lower alkyl, alkenyl, alkoxyalkyl, cycloalkyl, aryl, alkylaryl, arylalkyl, alkylarylalkyl, alkoxyarylalkyl or haloarylalkyl. In the formula(3), each R3 and R4 is independently H, lower alkyl, alkenyl, alkylaryl or cycloalkyl, or R3 and R4 together with a nitrogen atom coupled thereto form a hetero-cycle such as aziridinyl, azetidinyl, pyrrolidinyl, piperidino, hexahydrozepinyl, heptamethylenimino, octamethylenimino, morpholine and 4-(lower alkyl)piperazinyl group(wherein the hetero-cycle is substituted or unsubstituted by 1-3 lower alkyl, hydroxy or alkoxy). The composition is in the form of hair-tonic, scalp treatment, hair shampoo, hair cream, general ointment, skin, lotion, eye cream, nutritive cream, massage cream, cleansing cream, cleansing foam or powder.
