An IP paging apparatus using an L2(Layer 2) trigger and a method thereof are provided to manage an MN(Mobile Node)'s movement between L2 paging areas through the sub-paging table of an SPF(Slave Paging Function) module, to reduce the number of paging update messages by omitting a location update report to an MPF(Master Paging Function) module, and to prevent the overload of a process related to the paging update message processing of the MPF module. An IP paging apparatus using an L2 trigger comprises an MPF module(110), an SPF module(120), and an L2TF(L2 Trigger Function) module(118). The MPF module(110), located at an ANR(Access Network Router) or an ANG(Access Network Gateway), manages L3 paging areas through a PA(Paging Agent) function and the location of a dormant MN through an L3 location tracking function. The SPF module(120), located at an AR(Access Router), executes a DMA(Dormant Monitoring Agent) function to monitor a data packet aimed at a dormant MN and an L2 location tracking function to track an MN's movement between L2 paging areas in an AP(Access Point)(116). The L2TF module(118), located at the AP(116), executes a paging operation according to an L2 event.
